Keep lid on North Korea until reunification, like Germany

CARPER: Now that North Korea is where it is, we ought to talk with them and engage them directly.

TING: The reality is that we're talking to the North Koreas all the time, formally and informally. So that channel of communication is open. The key to any of our plans succeeding in North Korea is the cooperation of China and Russia. We ought to remember how Communism dissolved in Eastern Europe. In our contingency planning, we ought to think about how people can get out of North Korea. We need to reassure China that they won't be stuck with a million refugees. We ought to have alternatives in North Korea instead of only military solutions.

CARPER: We had a West Germany and an East Germany, and we were able to keep the lid on there long enough until they could become one country again. Our challenge with North Korea is to keep the lid on until those natural family attractions can go together and create one country.

Supports continuing Foreign Aid to Russia, Israel, & others

The mood in Israel is one of hope, said Carper. Building strong relationships can go a long way toward building peace in the Middle East and benefiting a number of initiatives in Israel, the U.S., and Delaware.

Voted YES on enlarging NATO to include Eastern Europe.

Build a Public Consensus Supporting US Global Leadership
The internationalist outlook that served America and the world so well during the second half of the 20th century is under attack from both ends of the political spectrum. As the left has gravitated toward protectionism, many on the right have reverted to “America First” isolationism.

Our leaders should articulate a progressive internationalism based on the new realities of the Information Age: globalization, democracy, American pre-eminence, and the rise of a new array of threats ranging from regional and ethnic conflicts to the spread of missiles and biological, chemical, and nuclear weapons. This approach recognizes the need to revamp, while continuing to rely on, multilateral alliances that advance U.S. values and interests.

A strong, technologically superior defense is the foundation for US global leadership. Yet the US continues to employ defense strategies, military missions, and force structures left over from the Cold War, creating a defense establishment that is ill-prepared to meet new threats to our security. The US must speed up the “revolution in military affairs” that uses our technological advantage to project force in many different contingencies involving uncertain and rapidly changing security threats -- including terrorism and information warfare.

Goals for 2010
• A clear national policy with bipartisan support that continues US global leadership, adjusts our alliances to new regional threats to peace and security, promotes the spread of political and economic freedom, and outlines where and how we are willing to use force.
• A modernized military equipped to deal with emerging threats to security, such as terrorism, information warfare, weapons of mass destruction, and destabilizing regional conflicts.

Implement Darfur Peace Agreement with UN peacekeeping force.

A resolution calling for peace in Darfur.
• Calls upon the government of Sudan and other signatories and non-signatories to the May 5, 2006, Darfur Peace Agreement to cease hostilities.
• Calls upon the government of Sudan to facilitate the deployment of the United Nations-African Union peacekeeping force, including any non-African peacekeepers.
• Urges all invited individuals and movements to attend the next round of peace negotiations without preconditions.
• Condemns: (1) intimidation or threats against camp or civil society leaders to discourage them from attending the peace talks; and (2) actions by any party that undermines the Darfur peace process.
• Calls upon all parties to the Comprehensive Peace Agreement to support all terms of the agreement.
• Legislative Outcome: Resolution agreed to in Senate, by Unanimous Consent.

Seeds of Peace: promote coexistence in regions of conflict.

A resolution recognizing the 15th anniversary of the founding of Seeds of Peace, an organization promoting understanding, reconciliation, acceptance, coexistence, & peace in the Middle East, South Asia, and other regions of conflict.

CONCURRENT RESOLUTION
• Whereas Seeds of Peace is a program that brings together young people and educators from regions of conflict to study and learn about coexistence and conflict resolution;
• Whereas these young people study and learn primarily at an international conflict resolution summer camp operated by Seeds of Peace in Otisfield, Maine, and
• also through its regional programs such as the facilitation training course in the Middle East, the homestay programs in South Asia, and international regional conferences;
• Whereas the first international conflict resolution camp welcomed Israeli, Palestinian, Jordanian, and Egyptian youths in the summer of 1993, and has since expanded to involve youths from other regions of conflict;
• Whereas Seeds of Peace reveals the human face of those whom youth may have been taught to hate, by engaging participants in both guided coexistence sessions and ordinary summer camp activities;
• Whereas long-term peace between Arabs & Israelis, Indians & Pakistanis, and Afghans & Pakistanis can only be achieved with the emergence of a new generation of leaders who will choose dialogue over violence;
• Whereas Seeds of Peace is strongly supported by participating governments and many world leaders; and
• Whereas continued partial Federal funding for Seeds of Peace demonstrates its recognized importance in promoting peaceful resolution of conflicts as a primary goal of US policy:
• Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That Congress reaffirms that youth should be involved in long-term, visionary solutions to violent conflicts.
